As per the Rules for Half-masting the National Flag of Canada (section 16)

Additionally, in accordance with the Rules for Half-masting the National Flag of Canada (Section 10), the flags on all federal buildings and establishments in the province of Quebec, will be flown at half-mast until sunset February 7, 2017.
